VNU’s scientific cadre staff (i.e. lecturers and researchers) is the strongest and most crowded in the system of universities all over the country. Currently in total 3,613 civil servants, public employees and contractual employees of VNU, 1,879 people are scientific cadres, accounting for 52%, in which 1,728 people are lecturers, including: 51 professors, 336 associate professors, 881 doctors of philosophy and doctor of science, and 1,340 masters. Most of scientists are domestic and foreign leading ones in their areas with high reputation in sectors and specialties in almost all areas of natural sciences, social sciences and humanities, foreign languages, technologies, law, education, etc. The proportion of scientific cadres with a doctor of philosophy/science degree is 46.9%; especially the proportion of scientific cadres under 45 years of age with a doctor of philosophy/science degree is 25%. The proportion of scientific cadres with a title of professor or associate professor is 20.6%, three times as high as the average proportion of the whole country. In a number of units, the proportion of scientific cadres with a doctor of philosophy degree or higher is 55% or upward, such as: University of Education (84.6%), School of Medicine and Pharmacy (81.3%), University of Engineering and Technology (69.1%), University of Economics and Business (68.5%), University of Science (65.5%), and School of Law (55%). In various units, the proportion of scientific cadres with a bachelor degree is approximately 15%, which is a source for master and doctorate training.

     In addition, VNU has invited 439 foreign scientists for research, academic cooperation and exchange, and teaching; and sent 973 scientists for academic exchange, research and teaching at universities and research facilities in advanced countries. A lot of VNU’s scientific cadres have been awarded big prizes, including 15 Ho Chi Minh Prizes, 10 State Prizes and a lot of other international honorable scientific prizes, for example, a VNU cadre was awarded the Blue Planet Prize in 2003, and another cadre is in a group of authors winning a Nobel prize in 2007. A cadre was awarded the 16th International Cosmos Prize in 2008, and especially in 2014, another cadre has received the prize of “Order of Academic Palms” awarded by Embassy of France. VNU not only is active in training, retraining, and attracting scientists with a doctorate degree or higher to work at VNU, but also implements reasonable solutions to facilitate more than 300 professors and associate professors from research and training facilities all over the countries and hundreds of international honorable scientists, including a number of Nobel prize and other creditable big prize winners to participate in teaching and scientific research.

     In implementation of the five year development plan (2011-2015), VNU is in the process of implementation of a Project on developing highly qualified scientists and management cadres, building and diversifying methods of development of both scientific and management cadres for service in accordance with respective quality standards, with good moral qualities, capacity, knowledge, and skills satisfying the requirement of fulfillment of mission, vision, and development strategy goals of VNU to 2020, vision to 2030, in order to quickly achieve international standards. Basic targets of this Project include a minimum of 50% of scientific cadres with a doctorate degree or higher (70% for sectors of natural sciences, technology, and economics); 25% of cadres achieving a title of professor or associate professor; 26% of scientific cadres with an article or a scientific work posted or announced in scientific journals, summary records, and international seminars; and leading cadres having various international scientific works and high numbers of being cited in training sectors/specialties.

     In order to attract and develop talent of scientists, VNU officially established a Scientist Club in March 2013. In 2015, Scientist Club shall continue focusing on a number of major activities, such as maintaining quarterly Café activities, focusing on big and major duties of VNU; continuing attracting sponsor budget from individuals and organizations to maintain a program on international announcement support; building a “Proofreading” group to help young scientists, especially post-graduate groups in international announcement; focusing mechanisms and finance on potential scientific research groups for their growth and development; widening relationship with enterprises for cooperation in research and supporting and consulting enterprises in sectors that VSL is advantaged such as management, human resource development, technology transfer, new product development, etc; developing a model of science and technology incubator; Thereby promoting and issuing a number of pilot new mechanisms on treating and using highly qualified scientists, research team leaders, and young scientists with scientific research achievements in order to further strengthen self-motivation, creativity, ownership, and self-responsibility of units in the works of scientific cadre training, retraining, development and management./.
